Many of the beach front properties had been bought by different officials to be converted to residences or tourism spots.
For the plantations, lease agreements with the government had been agreed upon for for large land areas of up to 28,000 hectares.

According to the local IP's, the project began operations in 1974 as a coconut farm, when they were denied access to their ancestral land. It was then expanded to a pearl farm and now planned to be a white beach ressort
