Local public debates were held in 2008 and 2010 at Dorobantu and Topolog, in order to provide information on the project and its potential environmental impacts. The Mayors of Topolog and Dorobantu were held on the 14th of May 2013 to announce the start of construction works, inform affected communities (Dorobantu town, Mesteru village, Topolog town, Luminita village residents) about any preparatory, construction and transportation activities that may affect them.

The Project is divided into 3 clusters, namely Mesteru (16 turbines – ME), Luminita (11 turbines – LU) and Topolog (15 turbines – TO). The Project has a total installed capacity of 84 MW, comprising 42 wind turbines of 2 MW each.
