Import of error check - Reviewer's overview comment: This case is linked to the problematic of previous consult to local populations (respecting their own organization) before establishing a mining or industrial projects in general on their territory. For indigenous people, this right to consultation is codified by the OIT 169 Convention, which were translated in a bolivian national law in 1991 and then incorporated in the new Constitution in 2008. In this case, the Evo Morales' govnerment's mining Ministry didn't respect the consult procedures, despite Senate's appeal.
