The investors in the US $335.8 million project are China International Water & Electric Corp., with a 65 percent share, Electricite du Laos (EDL) with a 20 percent share and Lao-owned Investment and Hydro Power Consultant Sole Co., Ltd. holding the remaining 15 percent. This was initially signed with Russia Oil but said company was later on dismissed for failure to comply with the condition
