Theun-Hinboun Hydropower, installed capacity: 220 MW, developed by an independent power producer (IPP) After a decade of operation it was decided to expand the project to a new total capacity of 500 MW by capturing and regulating the water of the Nam Gnouang (river) which is one of the tributaries to the existing project.

The project construction commenced in 1994 and subsequently entered into commercial operation in 1998. Theun Hinboun (Nam Theun) (Theun Hinboun (Nam Theun) - Active) underwent through rehabilitation & modernization during 2013-2017.
Comment on investment chain
Theun-Hinboun Power Company (THPC) is a public-private partnership formed between the Government of Laos’ Electricity du Laos (EdL), Nordic Hydropower1, and GMS Lao, a subsidiary of Thailand’s GMS Power. Public Company Limited.
The project was developed by Theun-Hinboun Power. Electricite du Laos owns 60%, GMS Power Public owns 20% and SN Power owns 20% of stakes for the project ownership. Electricite du Laos and Electricity Generating Authority of Thailand are the power offtakers from the project

Villagers interviewed by International River commonly testified they felt pressured to move to the consolidated settlements that have been set up as 'relocation' sites. They continue to be highly concerned about household food and income insecurity, and typically report that the company's livelihood programs for dry season rice farming, fish raising and livestock end up leaving them in debt as opposed to boosting family incomes.

Resettled villagers who was relocated to live in a new village in Khamkeuth district of Bolikhamxay shared that they faced with land conflicts with village committees regarding the land ownership. Those villagers told that since they moved to new place, they did not have full rights over the land and some members of village committees played trick to take a way of their plot of land [Source: Interview two villagers who currently living in the new village]

International River reported that more than 29,000 people in 71 villages – mostly subsistence farmers – have lost fisheries, rice fields, vegetables gardens and fresh drinking water supplies as a result of the dam. THPC Website stated that the project impacts included: resettlement, relocation due to safety measures, flooding for 22 villagesand water quality problems due to construction

The project has a capacity of 220 MW and generates 1,100 GWh/year, 95% of which is purchased by Electricity Generating Authority of Thailand (EGAT).

Overall comment
THPC set up a Panel of Experts to monitor the expansion project. As of November 2015, THPC failed to disclose an update about the panel's initial "orientation" visit that evidently took place in February 2015. THPC has also not provided information about the actual date of the first monitoring mission and tentative release of their report.
