The project is on trust land owned by local authorities, used by indigenous pastoralists. This means that all the land is held by the relevant local authority, ostensibly in trust for the local inhabitants.[9] The tribes that communally use land in this area include El Molo, Rendille, Samburu, Turkana and other indigenous and pastoralist communities in the South-East of Marsabit Count

The land is used for grazing, traditional and spiritual purposes.
