Resistance from the local community was successful in delaying the project but state and capital have recently regrouped and are trying to revive the project through a new strategy. In January 2015, clan leaders and MPs were seen in Rakitura (President Museveni’s countryside residence) for the signing of an agreement to avail 10,000 ha of land to the investor in return for compensation to all affected community members.
No production has started on the land. More than 100 land owners out of 209 project-affected persons have so far been compensated by the government for 9,098 hectares of land out of the proposed 10,000 hectares
