The Compagnie Agricole de St. Louis SA (CASL SA) initiated this agro-industrial project on irrigated rice farming over 2,024.5 ha in the Municipality of Diama. This project is the first phase of a comprehensive program over 4,500 ha planned in the municipalities of Diama and Gandon. CIRAD data (2015) states that the company has fenced 571ha. Another source indicates 4500ha contracted. "Within three years from 2013, the CASL aims to develop 4,500 hectares of rice, of which 4,000 hectares are exploited twice a year." The Compagnie Agricole de Saint-Louis (CASL) is today in crisis. Since the peak of 2,500 hectares of sown land in 2019, the company under Senegalese law and with French capital seems to have withdrawn from the production of paddy rice.

CIRAD data (2015) states that the company has fenced 571ha. In 2021 a report by financial Afrik mentioned that the Compagnie Agricole de Saint-Louis (CASL) have withdrawn from the production of paddy rice- this was due to soil salinity, its development model or lack of competitiveness with imported rice. Fieldwork data however shows that the production is still underway. According to the respondent, CASL still produces rice for export and the local market
