Comment on implementation status
In the southern province of Binh Phuoc, the Ethanol Binh Phuoc plant, developed by Orient Bio-fuels Co. for $84 million, has also been closed after only a short trial run. See http://tuoitrenews.vn/business/34126/ethanol-plants-in-troubles-as-vietnams-plan-to-boost-biofuel-fails
β€œConsidered as one of 12 weak and loss-making projects of the Industry and Trade industry. The project is still in a state of disrepair despite having undergone a period of poor handling. Completion and be in commercial operation from April 2012 to April 2013, the project stopped production due to difficulties in the output product market leading to losses. Comment on jobs created (total)
Weeds and grass now cover the 44 hectare facility, and only a handful of people remain in charge of taking care of the plant. See http://tuoitrenews.vn/business/34126/ethanol-plants-in-troubles-as-vietnams-plan-to-boost-biofuel-fails
Overall comment
"The latest report on the project shows that, at present, it is being implemented under Option 1 (temporarily suspending the Plant and reopening it when convenient). However, in fact, the equity was negative; The more time goes on, the more accumulated losses, bank debt, and negative equity will increase. The Government's assessment said that the implementation under Option 2 (financial leasing - sale of assets) has not been implemented because there are no interested partners, while the implementation under Option 3 (initiation) operation, re-operating the Plant and selling/divesting PVOil's capital) is also difficult, PVOil has worked with many partners to divest but to no avail." Comment on data source
The project was failed. "However, three ethanol plants in Binh Phuoc, Quang Ngai and Phu Tho with total capacity of 300 million liters per annum all have been unprofitable and either have been left idle or running at moderate level. No solution to revive the plants has been found."
