Sugar Corporation of Uganda Limited (SCOUL) was established in the year 1924. Originally in Mabira Forest, but opposition forced to come up with alternative on old sugar plantation land. Expansion plan still being debated. Another data source states 7100ha under contract. Another source states the area requested by SCOUL for additional sugar production is 7186 ha. Area in operation polygon indicate 10,023 ha of land in operation in 2022.

It appears the expansion plan into Mabira forest is still not off the table. Previously known as Sugarcane production in Uganda which dates back to 1924. The factory has since changed to the Sugar Corporation of Uganda Limited (SCOUL) (Serunkuma and Kimera, 2006).

SCOUL has also developed strong relationships with contracted outgrowers to which it provides technical and financial assistance for sugarcane supply. Outgrowers will supply him with 60,000 tonnes of sugarcane. According to their website, in 2019, they had more than 6000 outgrowers.
