Of the 6558 hectares, only 60% can be planted. One report states that 8000 hectares has been granted. Another report states 50 000ha current size under contract. 3000ha planted under corn.Essential oils (Cape Pelargonium) is planted on 30 ha. According to another source, in 2020, JTF Madagascar aims to expand cultivation from the current 5,425 ha to 6,981 ha. The first, signed in 2012, covers 6,500 ha in two communes.
According to official information from Tozzi Green, the company holds concessions totaling 6,731.5 hectares in the communes of Satrokala (3517 has), Andiolava (2143), and Ambatolahy(1176), located in the Ihorombe region of Madagascar. Another source says that the company holds 11000 ha, with 7000 signed in 2012 and 4000 signed in 2018. However, this was refuted by the company sources hinting that they only leased 6,731.5 hectares. The company began planting Jatropha, however has diversified due to the poor quality of the land. Oil seeds= Pelargonium. Failed jatropha cultivation was replaced with maize for animal feed and geranium for essential oil production. Transitioning from maize to acacia and eucalyptus plantations for carbon credits
Initially, the company cultivated Jatropha, a biofuel energy crop before shifting to maize production in 2014. Now, it is undergoing another transition, converting the former prairie into a tree plantation for a carbon offset project. The company has established approximately 3,600 hectares of monoculture plantations, with plans to expand to 5,200 hectares by 2029. Transitioning from maize to acacia and eucalyptus plantations for carbon credits
Comment on carbon offset project
Tozzi Green plans to replace maize with acacia and eucalyptus trees for carbon credits.
The project is not yet registered in any carbon offset project database. However, the company is planting acacia and eucalyptus trees on the land as part of a carbon offset project. To date, the company has established approximately 3,600 hectares of monoculture plantations, with plans to expand to 5,200 hectares by 2029. It estimates that this expansion could generate 2.7 million carbon credits.
Comment on nature of the deal
The first lease was signed in 2012 covering an area of 7000 ha. There are reports that a second lease was signed in 2018 for 4000 hectares of land, making the contract area to an estimated 11,000 ha. However, the company source refutes this information hinting that they only have a lease for 6,731.5 and not 11,000.

Comment on jobs created (domestic)
The company pays 5,000 Ariary per day. The company employs 1100 people in the high season and 450 people in the low season. Another reports states that the project employs 170 permanent employees and approximately 2 000 seasonal workers. Another paper found that households employed by Tozzi Green experienced less hunger than households engaged in contract farming by other company and fewer months of inadequate food provision, because of their regular wages. But many did not have assets to sell in times of need. This reduced household ability to cope with food insecurity should a loss of income or natural disaster take place. It may be that the wages were enough to keep them from hunger but not enough for them to save and invest in assets for future stability.

Comment on consultation of local community
The mayor of the villages gave permission for the company to acquire the land without consultation of the community members. The people complain that Tozzi Green did not hold an information and consultation session with the fokonolona (2) when it arrived nor before signing the second lease, and that their refusal to give up their land was not taken into account.

The people complain that Tozzi Green did not hold an information and consultation session with the fokonolona (2) when it arrived nor before signing the second lease, and that their refusal to give up their land was not taken into account. The interviewees stated that small groups close to the mayors were consulted and gave their agreement, but many others wrote letters of protest. People expressing their opposition to JTF/Tozzi Green’s activities wrote to local, regional and national authorities, but some of the responses did not meet their expectations. Also, the right to information and freedom of expression of those affected by the project was violated. For security reasons, and given the lack of response from national authorities, they stopped writing and speaking on television in Antananarivo, but their opposition and anger remain.
Comment on presence of land conflicts

The amount varies but is usually around 40 000 Ariary. in January 2012, villagers sent a letter of complaint to the Chief District Ihosy Area of Ihorombe at President of the Court of Ihosy the Minister of the Interior, the Prime Minister and the President of Transition. On 18 November, 2013, 350 inhabitants signed a petition, which they sent to the local and national authorities asking them to intervene to stop the expansion of the plantations. On December 1, 2013, the chiefs received a warning letter from the State not to disrupt the expansion of Tozzi Green.

On December 1, 2013, the chiefs received a warning letter from the State not to disrupt the expansion of Tozzi Green. The conflict stems from lease agreements signed between Tozzi Green and the Malagasy state, which granted thousands of hectares in the communes of Satrokala, Andiolava, and Ambatolahy without adequate free, prior, and informed consent of local communities. These lands were traditionally used by rural populations for subsistence farming and zebu grazingβ€”activities essential to their livelihoods. Residents report that no proper consultations were held with the fokonolona (community assemblies), and that their letters of opposition were ignored. Furthermore, the arrival of Tozzi Green restricted access to water, reduced farmland and grazing areas, and worsened food insecurity. Promises of employment and local development were not fully fulfilled, leading to disappointment and social discontent.
Comment on displacement of people
One report states that the food security is increasingly becoming problematic for the displaced families.
The organizations denouncing the project β€”such as Collectif TANY and ActionAid Italyβ€” state that the company has engaged in land grabbing, restricted access to water resources, and undermined the right to food, which has caused severe impacts on the traditional livelihoods of local communities. One report states that the food security is increasingly becoming problematic for the displaced families.
Comment on negative impacts for local communities

Comment on promised benefits for local communities
a school has been built in Andiolava. A medical centre has also been built, however only the community members who gave up their land to the company can be treated free of charge. Creche for employees children. The company supports community sporting teams. The company trains the locals using 2 hectare per village (4 villages). Some inhabitants who had agreed to give up their land in response to the promises of development made by the company upon its arrival said they deeply regretted having done so because the infrastructures, schools, and health centers promised at the level of the fokontany (3) exist only in the chief town of the commune to date.

Some actions were carried out, such as the installation of solar and wind energy systems in Satrokala, the daily provision of drinking water, and the construction of basic infrastructure in the communal capital. However, many promises were not fully met: most jobs created were temporary and precarious, the infrastructure did not reach all villages, and the majority of the population has not experienced significant improvements in their living conditions.

On December 1, 2013, the chiefs received a warning letter from the State not to disrupt the expansion of Tozzi Green. It should be noted that in April 2022, the Belgian NGO Entraide et FraternitΓ© also visited the communes where JTF Tozzi Green has its land leases. The team was received by the company’s staff in Antananarivo and Satrokala. The documents (with research questions)they were promised during these meetings were never received, despite several reminders. Several NGOs, including ActionAid Italy and the Collectif TANY, filed a formal complaint against Tozzi Green. They allege that the company's agro-industrial activities in the Ihorombe region have violated human rights, negatively impacting the food security and access to water of local communities. Additionally, they accuse the company of failing to conduct adequate consultations and using intimidation tactics against residents.

In the areas of Satrokala, Andiolava, and Ambatolahy, Tozzi Green cultivates a mix of food and industrial crops. These include maize, sorghum, cassava, peanut, bambara groundnut, and soybean for local consumption, as well as geranium for essential oil production and jatropha for biofuel. The company also implements agroforestry plots with species like moringa and mulberry, intercropped with food crops, as part of its land restoration and carbon offset strategies. In 2019, Tozzi Green was primarily cultivating maize (4,085 ha), followed by cover crops such as legumes (2,039 ha), geranium for essential oil (93.6 ha), soybeans (68 ha), jatropha (33 ha), eucalyptus and reforestation (18.31 ha), and aromatic herbs (1.03 ha).
