Orginally planned to be a 500 MW Solar project named "Nueva Ecija Solar Project",but has then been shifted to a larger scale project for 3500 MW named the "Terra Solar Project"

SPNEC said it has been able to plan such a massive project as it has been working to secure land and permits since 2016 when it applied with the Department of Energy for its first solar energy service contract in the area. Terra Solar, the company was established in 2020 as a joint venture between Prime Infra and Solar Philippines, the parent.

Project has been under construction since 2016 as it was orginally conceptuallized to be the 500 MW nueva ecija solar project In 2022, Solar Philippines announced its expanding its planned Nueva Ecija facility to include land in Bulacan. This also caused a hault to the construction due to financial constraints. Clearing of land for the solar facility began by January 2024. The solar power initiative was inaugurated as the Meralco Terra Solar Project on November 21, 2024, in Barangay Callos, Peñaranda, Nueva Ecija in a ceremony led by president Bongbong Marcos. The first phase of the project covering 2,500 MW is expected to be complete by 2026.[13] The second phase by 2027.
