Phase 1 and Phase 2 were supposed to run along 9km of the shore. Nevertheless, Phase 3 was completed in 2014 and the full extend of the project was not announced. However, we looked at the images on google maps an mapped that all of the windmills cover an area of 26ha in total, meanwhile individually they cover 11.96ha.

The wind farm was developed in 3 phases. Phase 1 was completed on 2005 and consisted of 15 wind turbines. Then, In 2008, during Phase II, 5 more wind turbines were added. Finally in 2014, during Phase III, 6 more turbines were added.
Turbined from Phase I & II have a capacity of 1.65 MW, and turbines of Phase III have a capacity of 3MW, making the wind firm with a total capacity of 51MW.

Its construction was not necessarily intended for only carbon offset but it is reported that its intention was for "sustainable economic development through the enhancement of both quantity and reliability of power supply in an environmentally sustainable manner. The Project will also contribute towards the global environment objective of reducing greenhouse gas emissions through the avoidance of thermal power generation."
Also, although it is not necessarily a carbon offset project it must be informed that "Northwind earned carbon credits from the project — and will sell $1.5 million worth of them over 10 years to the World Bank which manages a carbon credit fund as part of the Kyoto protocol to reduce greenhouse gases".

In 1996, the National Renewable Energy Laboratory (NREL) conducted a wind resource analysis and mapping study, including in the areas of Ilocos Norte.
Project design document form (PDF) stated that the contract was signed in 2004
AC Energy, the listed energy platform of the Ayala Group, eventually took control of Northwind and of the Bangui Wind Farm in 2017, acquiring a total of 67.79% of Northwind stocks.
