The solar power plant is within a state-owned property where informal users previously plant agricultural crops during the dry season. The area is on the western edge of the Dau Tieng reservoir, which is seasonally flooded for 4 to 6 months a year. The government assisted DTE in resuming the land from existing informal land users. The ESCA will determine the extent and impact of involuntary resettlement impacts in establishing the solar power plant, transmission line, and other project facilities.

According to the project Document in Global Carbon Council: Local Stakeholder Consultation was undertaken as part of undertaking the Environmental Impact Assessment, in compliance with the host country rules.

• Local organizations/ agencies; and
• Local people that could be affected by the Project
During the consultation meetings, the Project developer introduced the Project details, Project implementation time, Project potential impacts as well as the planned mitigation measures.

A survey indicated that 59% of affected households reported problems recovering their livelihoods and income after the project
Economic displacement,
Seven AHs estimated that their expenditures had increased during 2018-2020, 10 HHs estimated that their expenditures had
remained the same, and 4 HHs noted that their expenditures had decreased in the time period. Increases in expenditure were reportedly mainly related to higher costs of consumed goods and services, and reduced expenditure was related to a decline in HH income.

The establishment of the solar farm affected 72 informal land users, who received compensation for loss of trees and crops and additional support to cope with the transition or sustenance loss. The ESCA confirmed that the compensation payments were consistent with ADB's requirements. Land use rights for the transmission line, towers and access road were acquired by DTE directly from 11 households through negotiated settlement following statutory requirements and procedures.

the Project Activity will contribute to reduce the number of deaths and illnesses from hazardous chemicals and air, water and soil pollution and contamination.
The Project will result in the direct employment of local people for the construction and operation phases. Therefore, this Project will contribute directly to alleviate poverty in the region.
The Project reduces air pollution and reduces the probability of acid rain by displacing electricity generated from burning fossil-fuels and therefore it supports the local environment and promotes the health and safety of local people.
the Project will contribute to addressing the gap in development between different areas in Viet Nam. This Project will contribute directly to improving the low-quality infrastructure systems of the commune.
The Project will make a significant contribution to the state budget via annual taxes (i.e., corporate income tax).
