There has been a change or shift in land function, at the 15 MW Likupang PLTS and the 10 MW Isimu PLTS which were originally productive plantation land (corn plantations and various food crop gardens), then changed their function to become a solar power plant.

The site is located within land zoned as Dry Agricultural Land, which is generally associated with agricultural areas which rely on limited rainfall.
