According to the initial plan in MOU, the land area was 24,576 hectares. After the feasibility study, the land area was allowed to expend for two more areas: area 1 covers of 13,487 hectares and area 2 covers of 23,858 hectares, which makes project covers of 61,902 hectares in total. The project area in Khamkeuth district covers of 3 villages (Naheuang, Nahad and Napae villages) and 2 villages of Xaichamphone district. The project site will be constructed inside three forests include Nakai- Nam Theun National Park and Nammuan – Namyunag Up Stream National Protection Forest. Government of Laos (GoL) asked company to reconsider the project area that cover the part of Nakai-Nam Theun National Park because the government has the contract agreement with Nam Theun 2 power company to protect and manage the forest which will not allow any development activities inside the park includes mining, road construction, etc.

Truong Son wind power plant has a total capacity of 600 MW. The first phase, located in Khamkeuth district covering area of 13,018 hectares, will install 250 MW and 50 turbines. Within this area, it is in the Nakai-Nam Theun National Park for 4,579 hectare and in Phouchomvoi Conservation for 8,297 hectares which will into operation in the fourth quarter of 2025. The second phase has a capacity of 350 MW and 70 turbines covers the area of 48,666 hectares and it will go into operation by the end of 2025-2030.

The Truong Sen wind power project located in Kham Ban District and Xay Champhon District, Borikam Xay Province, signed a memorandum of understanding (MOU) between the Viet Lao Energy Investment and Development Joint Stock Company (Viet Lao Energy Investment and Development Joint Stock) and the Government of the Lao PDR on October 11, 2023

The government of Laos and investor signed Memorandum of Understanding (MOU) on 11 October 2023. Vietnam Electricity Group (EVN) sent document No. 7486/EVN-KH+TTD to the Ministry of Industry and Trade on the policy of importing wind power projects from Lao PDR to Quang Tri province, Vietnam. The project phase 1 is expected to complete and starting to produce the electricity on 31 December 2025.
