According to the developers, the project aims to produce clean energy for export to Thailand and Vietnam, with the tower expected to be operational by the end of September 2024. The expected capacity of this project is 850 MW and it hoped to spend 2 years to complete the construction.

Naseng-Wayo Renewable Resources Development and Investment Company Limited in collaboration with UPC Vietnam (Singapore) Pte. Ltd. (NSW-UPC) signed a Memorandum of Understanding with the Lao government on Nov 13, 2023, which gave the go-ahead for a feasibility study of the proposed wind farm in Vilabouly, Atsaphon and Phin districts of Savannakhet province.

On 22 August 2024, a groundbreaking ceremony was held for the first meteorological tower in Nathou village, Phin district, Savannakhet Province. This tower will collect crucial wind data to assess wind farm projects in the region. As in August 2024, the project management team is in the process of signing project development agreement (PDA) with the Lao government.
