The Project was developed by Shobak Wind Energy PSC, a special purpose vehicle incorporated in Jordan for the sole purpose of developing, constructing and operating the Project, which was majority owned by Alcazar Energy with Hecate Energy LLC as minority shareholder. Project financing was provided by: the European Bank for Reconstruction and Development (EBRD), the Islamic Development Bank (ISDB) and the Europe Arab Bank .
