The project site is uninhabited flat, stony desert terrain, located around 2 km from the Red Sea. The area has been designated for petroleum exploration activities (subsurface) and wind development (above ground).

The project area was previously allocated to NREA through a presidential decree in March 2016. The land was primarily used for purposes related to petroleum production and related infrastructure,
