Local people were in a movement against the power plan in their locale. They formed an ad hoc committee named "Krishijomi o Bastubhita Rokkha Sangram Committee" (literally Farmland and Homestead Protection Movement Committee). No further data available regarding other actors' role. However a local leader of leftist political party named Bangladesher Samajtantrik Dal (BSD) was also on the top of the accused list.
