First investor (Namibia Oriental Tobacco) wanted 10 000ha. Then African Safari was under negotiation with the Mafwe Traditional Authority and the ministry of agriculture to cut down a specified number of teak trees on 10 000ha from the failed tobacco farm and 2000ha from the Katima Mulilo irrigation scheme. Project of African Safari was stopped and 10 000ha granted for tobacco plantation and processing plant in 2019.

Namibia Oriental Tobacco cc first showed an interest in developing a tobacco plantation in 2013. It was formally under negotiation in 2015. However, negotiations were strained with the community and in-fighting about the project between government officials. In 2018, another Chinese investor, African Safari showed interest to harvest teak trees from the same land that the tobacco plantation would use (plus an additional 2000ha). However, in 2019 the land granted to original investor-- Namibia Oriental Tobacco-- (2019) for tobacco plantation.
