In 1998 Tongaat Hulett Sugar acquired a 49% stake in Xinavane and took over the management in the same year, During the rehabilitation phase that followed,most of the original canals, drains and pumps designed for flood irrigation have been repaired and re-designed to the present flood, floppy and pivot irrigationsystems. This has been increased to 88% in 2008 .

The expansion of the Xinavane sugar mill was completed in 2010. At the beginning of the 2019/20 season a refinery was commissioned, annexing the existing Xinavane sugar mill. The refinery is designed to produce 90 000 tons of refined sugar per annum at a sugar quality which meets EEC2 specifications.
