Comment on negotiation status

In May 2010, Liberia's President Sirleaf announced that the project had collapsed, owing to the overthrow of the Kadhafi regime, and that her government was in the process of identifying a new investor to replace ADA. In 2015 ECOWAS offered to provide funding towards the project. It is not clear to what extent this has occurred.
