State-Owned Forests: A large proportion of forests in Nepal are state-owned, including protected areas and national forests. National forests can be managed under various models, including community forestry, collaborative forestry, and leasehold forestry. The Forests for Prosperity Project (FFPP) focuses on enhancing community-based forest management (CBFM) on national forest land. If the 25,000-hectare area falls under national forest, it would be state-owned but with user rights potentially transferred to CBFM groups. Public Land: The FFPP also targets public land, particularly in the Terai region, for agroforestry plantations managed by Public Land Management Groups (PLMGs). These lands are under the jurisdiction of local governments, which would likely retain ownership. A 25,000-hectare area could potentially include public land designated for such plantations. Private Land: There is a sub-component 2.2, "Smallholder Plantations on public & private land," which focuses on supporting these farmers in establishing fast-growing trees and agroforestry plantations on their private land, aiming to support around 16,000 farmers in establishing approximately 5,000 hectares of plantation.
