Although there were consultation while preparing EMP report, the project, which included 48 participants, representing local people from Kywal Chan and Lema villages, the project proponent (Myanmar Kyeeonkyeewa Solar Power Co., Ltd.), E Guard Environmental Services (the EMP consultant), and government representatives; we cannot exactly say it is FPIC because some part of site preparation had begun and according to one of the participants, the company had already established itself at a location that villagers had previously cleared for agriculture.

The community expressed a strong desire for employment opportunities during both the construction and operation phases of the project. Villagers raised concerns about the project's impact on access to the Than Zel Taung Taw Ya Monastery and requested the construction of an alternative access road. Community members requested compensation for land clearing activities they had undertaken before the project's arrival. A villager expressed concern that survey points and benchmarks for the transmission line placed within the forest were hindering animal grazing. Villagers complained about the damage caused to local roads by heavy construction vehicles and asked for repairs. A villager suggested that the project should consider providing water access solutions for farms that might be impacted by the project. A community member questioned whether wastewater from solar panel cleaning during the operation phase posed any risks to plants and animals. A villager requested increased job opportunities for women in the project

Although not exactly conflicts for land, there were some complains during the consultation for EMP: Got much complains to get more jobs on project site, paid wages for site clearing from company to villagers because company has established at the place already cleared by villagers for agriculture. Would like to get access road to Than Zel Taung Taw Ya Monastery for the village because project site is established on old road of Monastery and villagers can’t pass through the site area villager voiced concerns about survey points and benchmarks for the transmission line placed within the forest, claiming they hindered animal grazing

The construction processes of the project require a huge quantity of building and road materials such as sand, gravel, stones, woods, cement, and other construction materials. This will provide business opportunities for local markets and will increase their income. The construction of the project will also provide several business opportunities for small-scale traders and vendors such as food stalls and cold drink stalls near the project site. CSR activities will be considered for surrounding local community by providing to schools, clinics, roads, and bridges throughout operation lifespan of the project. This will lead to improvement of local community due to implementation of the proposed project.
