The 50-MW solar power project will be developed within a 2,000-hectare area. In total, 2,644.46 hectares of land were distributed to the farmers (Agrarian Reform Beneficiaries) of Barangay Banilad and Aga in 1993 in the wake of the Agrarian reform. Roxas and Co. Inc. wanted to reclaim 1,323.23 hectares, and the remaining 1,323.23 hectares will be shared among all farmers. The government announced in 2024 that the nearly four-decade dispute between Roxas and Co. Inc. and the farmers has been resolved through the efforts of all parties and the DAR. The agreement states that 1,322 hectares, or half of the property, will be distributed to 1,200 farmers. Some media reports state that the company said the Department of Agrarian Reform confirmed its ownership rights with finality over 1,619.23 hectares of property.

The land was owned by the Roxas family before they were distributed to the farmers in the wake of Agarian reform. Efforts have been exerted by Roxas & Company, Inc. to retake the land through court action.
